SUMMARY

The project 'ProHins" is funded by the City of Rome - Department V Social Policy - and aims at the insertion into social-employment of women victims of trafficking for sexual exploitation. The project aims to initiate, for every subject sent, a concrete path of training and job placement that favours the increase of the capacity to self-evaluate and manage themselves in their integration project in Italy.

The project aims to ensure the emancipation and empowerment of women who, in most cases, have little or no knowledge and the chance to consciously use the resources of the territory. Empowerment is understood as favouring a more powerful sense of oneself in relation to the outside world and the development of functional strategies and of finding resources to achieve personal goals. The aim is to increase the knowledge, the know-how and the ability, in order to improve not only technical skills but also social and interpersonal skills.

BRIEF HISTORY

Parsec began to deal with the issue of trafficking since 1999, thanks to the financing of the projects Art. 18 paid to the City of Rome by the Department for Equal Opportunities within the Programme of assistance and social integration in favour of women and child victims of trafficking for sexual exploitation, under the provisions of Legislative Decree 286/98.

Progressively, the cooperative has developed interventions that cover all the main stages of the path to recovery of the social and economic autonomy of trafficked persons, from the initial contact through to the social-employment insertion. "Prohins" was founded in 2002 as one of the actions that make up the Roxanne Programme that the City of Rome began to intervene on behalf of victims of sexual exploitation that once exiled from the forced paths of prostitution and enter into the virtuous circles of legality and achieving autonomy. It was preceded by the experience of two projects: "Retravailler" and "Chance" which, since 1999, have carried out activities of social-employment for women included in the Roxanne network.

 

OBJECTIVES

The objectives of the project are:

  • to facilitate, for the beneficiaries, the phase of entering the world of work in the Italian territory, thus ensuring the ultimate exile from the circuits of illegality and exploitation and entering into the virtuous paths of autonomy, legality and citizens' rights. The project, to this end, proposes a concrete course of training and placement, through the activation of apprenticeship training and orientation courses for each subject.
  • to support direct entry into the labour market for women who already have some knowledge of the world of work, possess resources and skills, are aware of their possibilities, have aspirations and are clear about their ability to manage work that does not require recourse to inclusion in apprenticeship training.

The intermediate objectives necessary to achieve the aforementioned purposes of the project are:

  • to initiate partnerships with key players in the social-employment inclusion by enhancing the network resources in the area and creating new opportunities and possibilities for the inclusion of the beneficiaries in the project;
  • to enhance the database through a continuous work of building an active network of companies willing to collaborate with the project regarding the start of the integration paths in apprenticeships and/or through direct recruitment.

 

METHODOLOGY OF INTERVENTION

The reporting of the beneficiaries to the project of the social-employment insertion happens at the most delicate moment of transit that goes from the stage of protection to that of autonomy and that is not possible without strong action and the involvement of the transformative network services (municipal social service, escape houses, houses of semi-autonomy, protected residences under the Convention). The project 'Prohins' arises, therefore, as a fundamental link within the Roxanne network services, by virtue of its structural and functional position and for this reason, special attention is given to the work of coordination and activated network on the project and around individual cases.

Taking care of social-employment inclusion is individual and is expressed through a type of so-called individualized tutoring, which sees each woman as a beneficiary of the project, accompanied by a tutor of reference, all the way to defining and commissioning the act of a personal project, which comes from the orientation phase to arriving at the time of actual work.

Orientation activities are preliminary to the social-employment insertion. This action, of short duration, is designed to test the skills, attitudes, aspirations, potential and limitations of the beneficiaries. On the basis of skills and personal resources of each woman, the path of integration is activated, and that can be more or less intensive and varied at the time of its realization.

 

TOOLS AND ACTIVITIES

The project carries out the following activities:

  • Inclusion in apprenticeships: the primary tool of access to the world of work, provided the project is the practical training in enterprise, which is realized through the launch of training courses and guidance. The training course is designed as a training programme, flexible and short-term, to facilitate the social-employment of the women in an individualized and accompanied form. The job exchange is not just an economic resource, but also a tool to promote competence, identification of skills, and real autonomy of the persons, first socially and then economically.
  • Being accompanied to the direct inclusion in the company: the support to the direct inclusion in the company is scheduled for those beneficiaries who already have a knowledge of the world of work, who are aware of their potential and ability to manage work that does not require recourse into the inclusion in training.

In view of the changes in the labour market and the difficulty in finding employment resources that guarantee employment contracts tailored to the needs in order to renew the residence permit, the cooperation of the agencies in the area is being sought.

The choice of this type of path depends on many factors including: the possession of resources and skills of the women, knowledge of Italian, previous and expendable work experience, the ability to keep commitments, and the woman's motivation towards one or the other path.

 

NETWORK AND TERRITORIES

The design team continuously performs mapping work and has contact with local companies within the area of Rome willing to host the trainees. Over the years collaborations have been established with some companies and they have initiated new ones.

The area of Rome is characterized mainly by the presence of small, and small and medium-sized companies in the service sector. The opportunities are mostly related to the commercial sector, services, and small crafts. Many companies are family businesses but, besides these, there are possibilities for inclusion into large companies, which, however, require high profiles and expertise that, only in some cases, are adhering to the characteristics of the beneficiaries of the project.

Over the years, in addition to consulting with small businesses, the project team has focused on initiating a series of contacts with large companies and large retailers.

In addition to the big brands, apprenticeships have been started in several small companies in the various fields of application: catering, the hotel industry, flower/garden centres, small crafts (tailors, hairdressers, beauticians) dry cleaners/laundry, small business, etc.
